Cochise County Toilet Rebate Program Effective Date: July 26, 2004 Cochise County along with other governments in the Sierra Vista Sub-watershed of the San Pedro River have committed to the meeting the needs of the San Pedro Riparian National Conservation Area and the people living and working here. Cochise County has committed to assist Fort Huachuca meet its water mitigation requirements which include responsibility for the water use of 54% of the residents of the sub-watershed. Fort Huachuca contributes in excess of $600,000,000 annually to the southern Arizona economy and is the major economic engine of Cochise County. Fort Huachuca along with all other military installations is being considered for Base Realignment and Closure (BRAC). Cochise County wishes to reduce or eliminate the threat to our local economy should operations on Fort Huachuca be reduced due to environmental concerns. Cochise County is a member of the Upper San Pedro Partnership (USPP), a group of 21 federal, state and local private and government agencies and political bodies with a commitment to meeting the needs of people and the river. The U.S. Congress recognized the USPP in the 2004 Defense Authorization Bill and requires annual reporting on progress toward meeting the sustainable yield of the aquifer so as to protect the San Pedro River. The Cochise County Toilet rebate Program is one step in meeting local water management commitments. A portion of the funding for this program is provided by the USPP. Info on Low Flow Toilets The links below are provided for information only. The County intends no endorsement of specific products. List of toilets generally available for under $100 Eligibility All Cochise County residents within the Sierra Vista Sub-watershed of the San Pedro River, living in an an owner-occupied residence built pre-1994. This would include Huachuca City, Tombstone, Bisbee and unincorporated areas such as Hereford Palominas, Naco and parts of Whetstone. Generally, it is the area south of Highway 82 and between the Huachuca and Mule Mountains. Note: The City of Sierra Vista has a separate successful Toilet Rebate Program. Call 458-5775 if you live within the Sierra Vista city limits. Participant's Responsibilities Reserve Your Rebate First! The program is subject to available funds. Cochise County residents are required to reserve rebate amounts prior to the purchase and installation of toilets to guarantee payment.
Installation Homeowners are responsible for the selection, installation, and proper operation of the low-flow toilets. This includes: selecting, scheduling, and paying the plumber. Cochise County accepts no responsibility for the homeowner's selection, installation or operation of new toilets. Documentation The homeowner is responsible to complete the program application. Application must be submitted with an unaltered original store receipt or service invoice indicating a new toilet was purchased and installed. The homeowner may install the toilet, but should indicate “self installed” on the application. All documentation should be mailed to the Cochise County Toilet Rebate Program, Water Conservation Office, 1415 Melody Lane, Building G, Bisbee, AZ 85603 within 60 days of reservation of a rebate. Destruction of Old Toilet(s) Homeowners will be responsible for proper disposal of old toilets. The old high-flow toilet(s) must be taken to a County Solid Waste Transfer Station located in Sierra Vista, Bisbee or Tombstone or the Western Regional Landfill. There will be no charge to participants to dispose of the old toilet(s). However, if you deliver other waste along with the toilet(s), normal fees will apply after deducting a standard weight of 40 lbs per toilet from the load. Please do not destroy the toilet before you turn it in. Program participants are required to verify that they witnessed the destruction of the old toilet on their application. Follow-up Visit As part of the rebate program, all participants will be required to agree to a short visit by conservation experts from the Cooperative Extension Service of the University of Arizona Water Wise program. This visit is intended to offer additional water conservation advice to program participants and to make certain that the new toilets are operating at maximum efficiency. Reserve Your Rebate First Because the program and rebates are subject to available funds, participants must call or email and reserve their rebate before any purchases are made. Customers are required to reserve rebate amounts prior to the purchase and installation of toilets for payment to be guaranteed. Toilets need not be purchased or installed to make reservation. Customers can reserve a rebate by calling the Cochise County Water Conservation Office direct number 520-559-4304 or email water@co.cochise.az.us. The Water Conservation Office will log the customer’s name, address, phone, number of toilets located in home, number toilets to be replaced, size of the high-flow toilets being replaced, the year the home was built and the Tax Parcel ID. Remember:
The old high-flow toilet(s) should be taken to the County Solid Waste Transfer Stations located in Sierra Vista, Bisbee and Tombstone or the Western Regional Landfill located off of Highway 82 North of Huachuca City. The normal dumping fee will be waived at these stations for the toilet(s) only. Normal fees will apply for other solid waste delivered. Solid waste staff will verify on the Toilet Rebate Application Form receipt of the high-flow toilet(s). Participant's signature on the completed application attests to witnessing destruction of the toilet(s). Restrictions Rebate reservations will be guaranteed for 60 days. A completed application, along with an original unaltered sales receipt or service invoice for installed toilet(s), application verified from a Solid Waste Transfer Station that the old toilet(s) were received and destroyed must be received during the 60 day time period to guarantee the rebate amount. Complete applications received after the 60 day time period may still be processed, but payment will be subject to available funds.
